Answered my question:
Start -> Run -> "shutdown -r"

You can only shutdown via the command-line shutdown. If you want to shutdown, use "shutdown -s -t 0", if you want to restart, "shutdown -r -t 0". To get all the options, use "shutdown -?" ---------- Mark Dietz PROnetworks <http://www.pro-networks.org>

I haven't tried this in Vista, but it works in XP.
Click on the Desktop and press Alt+F4. This brings up the shutdown menu.
